Enable tomlplusplus port for OSX and ARM (#21742)

* enabled osx builds now that https://github.com/microsoft/vcpkg/issues/6645 is fixed

* updated port version since upsteam was unchanged

* update version database

* Delete vcpkg_fail_port_install call.

* Unblock arm.
