[liblemon] Supports recent compilers. (#34532)

* Supports recent compilers.

Recent compilers (e.g. clang>=16) changed the default c++ standard to
cxx17. This will break compilation of liblemon. This commit forces
code to be compiled in cxx14 mode.

* Updates port version.
