This is the "scripts tree" changes for the generated SBOMs fix. I had to change `ports.cmake` anyway, so I also normalized every file in `scripts` to have LF line endings (except those with signatures which would be invalidated by that change).
build_info.cmake: Write the SPDX resources
ports.cmake: Include the new helper
vcpkg_download_distfile.cmake: Split into a z_ helper which does the raw thing, and the "public" version which also records SPDX resource information.
Elsewhere: Use the internal helper when not intending to add SPDX resources, add SPDX resource records, remove meaningless QUIET
* Extract vcpkg_extract_archive from vcpkg_find_acquire_program.
* Extract vcpkg_download_sourceforge from vcpkg_from_sourceforge.
This allows vcpkg_find_acquire_program to download from SourceForge without needing to temporarily change _VCPKG_EDITABLE.
* Use whether a URI is known for an entity to decide whether to downloads it rather than checking a separate supported_on_unix boolean.
