[Basisu] Fix MinGW build failure (#27760) 
* Patch Basisu to include <libgen.h> for MinGW

* Bump Basisu port version

* Fix unescaped backslash in path to gperf

* Use || instead of or, honestly I don't know why this worked

* Revert "Fix unescaped backslash in path to gperf"
Will make the change to fontconfig in another branch
This reverts commit 6894e4583a.

* Put portfile patches on separate lines

* Update basisu.json

* Update basisu.json
