[libtcod] Update to 1.21.0 (#25802) 
* STB patch no longer needed.

* Replace deprecated dependency lodepng-c.

* Added 'sdl' and 'threads' features.

Libtcod can now be compiled without linking to SDL2.

Problematic threading functions can be disabled, and are disabled by
default.

* Update to 1.21.0.

Change head ref to 'main'.
